NEWPORT-After a lengthy discussion, the Cocke County
Legislative Body voted Tuesday to apply for a $150,000 Recreational Trails Program (RTP) grant that
would be used toward the establishment of a new put-in ramp on the Pigeon River for rafting
companies at Waterville.The
grant would require a 20 percent match from the county, which could be
as much as $37,500, but could be provided with in-kind donations of materials and labor.Cocke
Mayor Vaughn Moore said he has talked with Road Superintendent Kenneth Ford, who allegedly told
Moore the Highway Department could supply rock and boulders needed for the project.Some
commissioners, however, expressed concerns about the county committing money to the project.For
