HARTFORD-A disoriented man with pills on him and a Knoxville address was arrested on Hartford Road after he flagged down an officer, on Tuesday, Feb. 5, Deputy Sheriff Max Laughter of the Cocke County Sheriff’s Department reported.

Christopher James Hall, 28, of Chicadee Drive, in Knoxville, allegedly flagged Laughter down at 6:45 a.m. Hall was walking in the road below the Interstate 40 overpass. He seemed “very confused” about where he was, and asked for a ride to the Hartford Citgo, according to the report.

Laughter said while patting Hall down for weapons before planning to drive him to the Citgo, he found a green L&M cigarette pack in Hall’s right pants pocket which contained multiple pills wrapped in cellophane, the report stated.
