The Sixth Circuit Court of Appeals in Cincinnati, Ohio, has affirmed a U.S. District Court ruling that Cocke County does not have to take in roads from the Valley View Estates subdivision.Circuit Judge Raymond Kethledge wrote the opinion supporting the district court's ruling.Valley
View Estates residents Kathy Wood, Lawton Wood, Jessica Blask and Mark Blask had filed the lawsuit concerning the roads, claiming that the county's refusal to accept their roads violated their rights to equal protection and substantive due process, and that the county had implicitly accepted the roads under Tennessee law.
