NEWPORT-Matthew Bailey, 19, of 1610 Allen Chapel Road, in Newport, said he took his eyes off the road to look down inside his vehicle to see who was calling him on his vibrating cell phone, causing him to rear-end another vehicle also turning left from Broadway to North Street, on Wednesday, Sept. 11.

Bailey said that, about 3:30 p.m., he looked down to see the phone and did not notice that Timothy Lane, 47, of Greeneville, had stopped his 1998 Ford Explorer in front of Bailey's 1987 Ford Festiva.
