NEWPORTóReporting to Circuit Judge Ben W. Hooper II about
1:15 p.m. Tuesday, members of the Cocke County Grand Jury heard an additional
84 cases in its second day of deliberations.
Combined with the 104 cases the panel heard on Monday,
the grand jury has heard a total of 188 cases this week.
Members returned 38 true bills of indictment on Tuesday,
32 presentments which Judge Hooper ordered sealed from public inspection until
the arrest of those accused, seven unsealed presentments, and seven no true
bills clearing the record of pending charges against the accused, for a total
two-day report of 108 indictments, 53 sealed presentments, 16 unsealed presentments,
and 11 no true bills.
Both presentments and indictments are methods by which
criminal charges can be filed against a defendant in circuit court. A
presentment differs from an indictment in that the charges originated with the
grand jury rather than with warrants and proceedings in general sessions court.
Presentments are routinely sealed by the court until the arrest of the accused.
