NEWPORT—In a three-day, holiday-shortened term of
criminal court last week, Circuit Judge Ben W. Hooper II plowed through a
66-page docket.
Holding court on Tuesday, Wednesday, and Thursday, Judge
Hooper conducted arraignment hearings for most of the defendants accused in the
nearly 100 indictments and presentments returned by the Cocke County Grand Jury
on January 7 and 8. The judge then turned his attention to numerous negotiated
plea-bargains in pending criminal cases and sentencing hearings, including that
of a local man who had been expecting to be released on pre-trial diversion,
