NEWPORT-"To quote Judge Kenneth Porter, 'There's no such thing as power to stand on its on. Lots of people, especially office holders, have authority, but if that authority is abused, you have created power," said Circuit Court Judge Ben W. Hooper II on Wednesday. "I hope no power has been created by this swearing-in toady. We are little and insignificant. We are no more than a grain of sand."

With these words, Judge Hooper closed the ceremony which saw newly-elected Cocke County Mayor Vaughn Moore, Sheriff Armando Fontes, Trustee Robert Mathis, Road Superintendent Kenneth Ford, and others swear to uphold the duties of their respective offices.
