NEWPORT-A Newport mother and purported boyfriend from
Dandridge were arrested Tuesday, Feb. 2, and charged with a Class A felony -
the most serious felony charge possible - for alleged physical abuse of the
mother's one-year-old child.
Naomi N. Roe, 24, of 315 Dyke St. Apt. D, in Newport, and
Brandon Haney, 31, of 129 Oregon Way, in Dandridge, were arrested and both
charged with the so-called "Haley's Law" of aggravated child abuse
and aggravated child neglect or endangerment.
Their bonds were both set at $50,000. They remained in
custody as of this morning, according to Det. Jason Ramsey.
Roe said she was at her home on Jan. 13 when Haney
allegedly injured Roe's one-year-old child, Isiah, by "jerking him up by
the right arm, causing three fractures," according to a Newport Police
Department report.
Ramsey, who served the arrest warrants on Roe and Haney,
said Haney was Roe's boyfriend.
Ramsey stated in a report that Roe gave the police
department a statement where she said she believes the injuries to her son were
caused by Haney because of the way Isiah cries when Haney gets around the
child.
Roe also said she took Isiah to the Morristown Hamblen
Hospital emergency room in a failed attempted to keep the Department of Child
Services from finding out about the child's injuries.
Ramsey wrote that Roe admitted she has seen the signs of
injuries in the past month inflicted on Isiah, but not provided protection for
her child.
The detective also wrote that Roe said she did not report
the injuries because "she didn't want to get Brandon (Haney) in
trouble."
Haney also allegedly gave Ramsey a statement saying that
on Jan. 13, he was at Roe's Dyke Street home.
Haney said he was sitting on the couch in the living room
and Isiah was on the floor. According to Haney in his statement, Isiah was near
an electrical socket and was sticking an object near it when Haney got up and
grabbed the child by the right arm and jerked him up. In his statement, Haney
said he heard the child's arm pop. He said Isiah was then taken to the
Morristown Hamblen Hospital on Jan. 14 where medical personnel found the child
had three fractures to the right arm.
Isiah was then transported to Children's Hospital in
Knoxville, according to Ramsey's report, where it was determined the child had
a fracture to the left index finger and the right radius and ulna, left tibia,
and fibula that were healing.
Fractures were allegedly of varying ages from the past
two to three weeks.
Haney allegedly stated he fell on Isiah about two weeks
ago and landed on his leg, but did not seek medical attention.
Isiah was also found to have a skull fracture that
medical staff allegedly determined was very recent.
