NEWPORT-Members of the Cocke County Legislative Body's Finance Committee begin making cuts on the proposed 2013-14 budget Tuesday in hopes of avoiding a tax increase.

Committee member Norman Smith, who also serves as chairman of the CLB, made a proposal to add five cents to the Highway Department budget to assist with improving roads and purchasing needed equipment.

Four cents would come from the General Fund and one penny from capital outlay as part of the proposal.

"The last few years, we've tried to help the Sheriff's Office and the Fire Department," said Smith. "They are in better shape now. We need to do something about the roads."
